Because the pheta is the visual focal point of the ceremony look, the garment beneath it should be restrained rather than heavily embroidered. That is one of the most common corrections we make for clients arriving with North Indian reference photos. Pune's cooler, drier climate also allows heavier silks and wools that would be uncomfortable in coastal Maharashtra.

Keep the outfit beneath it understated. The Puneri pheta is the focal point of the ceremony look, and a heavily embroidered kurta or sherwani competes with it rather than supporting it. A plain or lightly detailed silk kurta in cream, off-white or saffron lets the headwear carry the ceremony, which is how the look is traditionally balanced.
Yes, meaningfully. Pune is cooler and drier than coastal Maharashtra, particularly in the winter wedding season, so heavier raw silks, brocades and full wool suiting stay comfortable there when the same cloth would be oppressive at a Mumbai function. We specify a heavier weight for Pune than for Mumbai as a matter of course.
